How Industrial Buying Actually Works: The Specifier Chain

Procurement managers do not discover your product on their own. In commercial construction, industrial fit-out, and infrastructure projects, the buying decision is made in four stages — and if you miss the first two, you lose the contract before a single tender is issued.

Stage one is the design stage. An architect or a fire protection engineer selects systems for a building. They must hit mandatory performance standards: EI 30 or EI 60 fire resistance under BS EN 1363-1 in the UK, or the equivalent ASTM E119 test in the US. An HVAC engineer specifying ductwork for a healthcare facility cross-references NFPA 90A and ASHRAE 170. A structural engineer in a US jurisdiction works from IBC 2021 and AISC 360. If your product is not on the approved list, or if it has not been tested to the relevant standard, it cannot go into the specification. It does not matter how good your sales team is.

Stage two is specification lock. Once the design is complete and submitted for building regulations approval, the materials list is largely fixed. Substitutions require re-engineering, re-certification, and approvals from the building control officer (UK) or AHJ — Authority Having Jurisdiction (US). A general contractor running a £40M commercial fit-out is not going to swap a specified fire door system six weeks before practical completion. The product in the spec wins.

Stage three is tender execution. Subcontractors and main contractors read the specification, identify approved products, and price the job. If you're named — or if you're on the approved alternative list — they call your rep. If you're not, they don't.

Stage four is value engineering. Occasionally a main contractor looks for substitutions to reduce cost. This is your second chance — but it requires technical documentation to prove compliance with the original specification standard. Manufacturers without published test data lose these rounds too.
